GIO provided overall view of Framework and the nesting of Parcels Framework within Cadastral theme.  Vertical integration issues will be managed by the leads of each workgroup and the Cadastral chair.

 

Marc Thomas, FGDC, provided brief national vision of seamless parcel layer.  .  Stated that the Federal Government Needs Parcel data for a variety of needs including wildland fire protection, FEMA and other emergency response needs.  Good stewardship requires stable, accurate county boundaries (part of Governmental Units theme) so that counties can rely on them when mapping parcels.

 

Preliminary Exchange:

Tax Commission has subcommittee looking at standards and has educational materials available to assist assessors and mappers with the standards. Assessors, through International Association of Assessment Officers (IAAO), help with process.  IAAO trains and certifies assessors and is linked with URISA.  CAMA connects GIS and parcels/assessment.

 

Issues:

  • State standard for parcel ID exists but is not adhered to by all counties and interpretation varies (is it really interpretation or something else?)
  • Policy issues regarding sharing and fees need greater uniformity. Fees vary substantially from county to county
  • Legal issues need clarification and management
  • Distribution is limited and fragmented; ability to service requests limited
  • Good access is nearly nonexistent; at best, inconvenient
  • Edgematch issues between counties
  • Update and maintenance of data is difficult
  • Time and dollars required to make the data “ready to publish”
  • Data is incomplete as frequently State and Federal land is not included.
  • The haves vs. the have-nots (uneven distribution of resources)
  • Privacy issues
  • Concern that if parcels are given to gov’t, the information becomes public domain
  • No mailing lists can be generated from the data
  • 3rd parties purchase the data, legally, then distribute it via web services
  • Individual safety concerns

 

External Realities:

  • Unlike OR and MT, Idaho has county control of assessment with Tax Commission providing leadership
  • Counties want control of data
  • Many counties don’t have digital mapping
  • Idaho Power unable to share some data, like transmission lines

 

Solutions:

  • Explore data sharing via agreement; explore two-tier sharing (gov & public)
  • Create a publication standard that can be different from production standard
  • Can there be a GIS technical consultant to counties?
  • Can Tax Commission provide the data, for read only, via a map service?
  • Have-not jurisdictions might be able to use ITD corridor mapping (two-mile swath)
  • Provide access through INSIDE Idaho or Tax Commission

Action: Anne K will provide Sheldon Bluestein’s plan for supporting county parcel mapping via adding to real estate document recording fee.

 

Action:  Gail E and Donna P will recruit lead(s).

 

Action:  FGDC is conducting a parcel data survey.  Jeff S will provide input to survey document.  Marc will contribute survey instrument and share survey result to workgroup.  The instrument will be circulated to the group before hand to ensure that all questions are covered.

 

Action:  All.  Spread the word every chance we get.  Get on Assessors’ meeting agenda.

 

Action:  Meet again on April 25 pm to report on actions and develop next steps.
