Changes will be made to correct errors and to clarify glossary definitions.  The notes will be posted on the website.

 

IGC and the Framework Structure

Gail discussed the proposed Framework diagram showing how this group fits in with the framework concept for the state.  She would like to see a useful Cadastral Reference that everyone can use.

 

Donna spoke about the vision, goals and objectives statements that are being developed for the parcel group and that something similar needs to be done for this group.  In the meantime, Donna stated that her vision of the Cadastral Reference group would be something like, “A seamless, accurate statewide layer that can be used by the GIS community for mapping parcel information.  With interim steps, this layer would be developed from the BLM GCDB which would be updated, maintained through a cooperative effort of Federal, State and local governments and private agencies.”  This is just a beginning Vision Statement and will be reviewed by the group.

 

Action Item:  Anne and Donna will wordsmith a vision statement with goals and objectives to be presented at the next meeting.

 

The question was asked “Is there a state out there that has been successful in implementing an “update and maintenance program” for the BLM GCDB.  The answer is yes.  Montana has a very successful program.  A private contractor – Premier Data out of Denver – has an IDIQ contract with BLM to collect new high accuracy control and recomputed the GCDB for an area.  They then deliver the information to BLM who, in turn, incorporates it into the GCDB for the state.  Donna has spoken with the president of Premier Data, Bob Johnson, about the program and he stated that it is a cooperative effort between BLM, the state and, often, local government.  Stu Kirkpatrick (Montana State GIS Coordinator) is also frequently mentioned.

 

Action Item:  Donna will arrange a time that Bob Johnson can come to Boise to give us more information on the program.  Donna will also contact Stu Kirkpatrick to see if he could join us in person or at least on the phone.  She will also see of someone from the Montana BLM office is available or perhaps Bob Ader, BLM in Denver.

 

County Inventory – Update

Jeff and Marc were not available for this meeting.  Donna gave a brief overview of the progress Jeff had made with the inventory form.  The one question on the form that pertains directly to this group is question #8 “What is the spatial accuracy of your parcel data and is it georeferenced: e.g. local, GCDB, PLSS, etc?  Is your parcel data integrated and updated using current GCDB, local control, PLSS, etc?  Please describe.”

 

Overall, the group felt that we would get the information on what cadastral reference each county uses when the results of the survey are compiled.

Sheldon’s power point presentation gave us a brief history of the GCDB PLSS and how it has been maintained by the BLM.   The slides lead to discussions during the presentation that helped to clear up many of the facts concerning the creation and maintenance of the GCDB PLSS.   Sheldon will make appropriate corrections to the slides and they will be posted to the website.  He will be presenting a condensed version of the slides at the ISPLS Board meeting on May 31.

 

Idaho Geospatial Office and the Tax Commission

Bob and Walt are just about finished with compiling and edge matching the 24K PLSS information for the state.  Tax Commission is now using it to correct the school district boundary information and it will be made available to the GIS community in the near future.
